This Decree creates the National Climate Change Response System in order to coordinate and plan the public and private responses necessary to prevent the risks, to mitigate and to adapt to climate change. The System will be under the supervision of the Ministry of Housing, Territorial Planning and the Environment. The Decree further establishes a Commission in charge of coordinating action entering within the scope of the System.
