Decree No. 205/017 Approving the National Water Plan

This Plan serves as a policy instrument for the planning and management of water. It is articulated in consideration of other national policies, such as those concerning climate change. 

Its objectives are:
  • Water for a sustainable development;
  • Access to water and sanitation as a human right;
  • Flood and drought risk management.

The last objective concerns the prevention, mitigation and adaptation to extreme weather events and climate change, incorporating a risk management approach.

The Plan dedicates a whole chapter to climate change and variability and sets out recommendations, the main ones being:
  • Quantify and reduce uncertainties by improving "hydro-climatic knowledge";
  • Identify technological interventions and infrastructures; and
  • Identify policy interventions and institutional arrangements.
