The National Strategy for Policy and Abatement Measures Relating to the Reduction of Greenhouse Gas Emissions was published in September 2009 by the Ministry for Resources and Rural Affairs to provide a coherent vision of Malta's mitigation efforts. Public feedback was added to the Ministry's work to formulate specific policies forward.

The document focuses on the sectors of energy (smart metering, energy efficiency and savvy technologies), waste and agriculture (biogas generation), water and transport (smart use of the infrastructure, a hydrogen pathway). The Strategy highlights the need to reinforce the country's institutional framework to meet these goals. This includes the potential introduction of market incentives and carbon credits to encourage the move towards low-carbon solutions across the economy.
