Passed in 2018

This document aims to enable mitigation and adaptation actions to be undertaken across socioeconomic sectors by 2030. It notably seeks to 1) enhance investment environment, 2) develop rural areas and alleviate poverty, 3) promote gender equality, and 4) improve the country's resilience to adverse effects of climate change.

Climate targets in this law

6 targets

Average greenhouse gas emissions per person (tonne/person/year) to increase from 0.15 in 2014 to <0.6 in 2025 and <1.2 in 2030.

Economy-wide | Target year: 2030 | Base year: 2014
Proportion of clean energy to increase from 12% in 2011 to 25% by 2035 and 40% by 2030.

Energy | Target year: 2030 | Base year: 2011
Rate of forest cover to increase from 40.3% in 2010, to 70% in 2025 and stay at 70% by 2030.

Environment | Target year: 2030 | Base year: 2010
Proportion of greenhouse gas emissions to GDP will decrease from 83.3 in the base year, to less than 75 in 2025 to less than 70 in 2030.

Considering the economic, social and environmental importance of the forests, the Government has the policy to increase the forest cover to 70% of the total area of the country by 2020
