One of its priority is to enable a sustainable and resilient territorial development. In this matter, it states that all plans, programs and projects must fully include the analysis and mitigation and adaptation measures to adverse phenomena and the effects of climate change, as well as internalise the cost of mitigation measures in the flow of funds from programs and projects.

One of its stated goal is to install the mechanisms for the reduction of vulnerabilities and the development of resilience capacities of the rural population, making it capable of facing and recovering from the effects of natural phenomena and climate change.
