This law recognises the mountain as a set of territories whose equitable and sustainable development constitutes an objective of national interest because of their economic, social, environmental, landscape, health and cultural role. The mountain is a source of heritage, environmental, economic and societal amenities.

The law was amended in 2016 to include sustainable development in its key objectives. It was further amended in November 2020 to add climate change mitigation and adaptation as part of its goals.
