A new Circular Economy Action Plan for a cleaner and more competitive Europe
This action plan aims at making the EU a leader on the transition towards a circular economy, and enable the implementation of the 2030 Sustainable Development Goals. It further seeks to make the plan work at all levels, contribute to climate neutrality, and harness the potential of research, innovation and digitalisation.
The document notably lays out a sustainable product policy framework, identifies key product value chains, and examines how to reduce waste while creating more value.
The plan also calls on the commission to step up synergies between circularity and reduction of greenhouse gas emissions. The following actions should be undertaken accordingly:

The plan also calls on the commission to step up synergies between circularity and reduction of greenhouse gas emissions. The following actions should be undertaken accordingly:
- analyse how the impact of circularity on climate change mitigation and adaptation can be measured in a systematic way;
- improve modelling tools to capture the benefits of the circular economy on greenhouse gas emission reduction at EU and national levels;
- promote strengthening the role of circularity in future revisions of the National Energy and Climate Plans and, where appropriate, in other climate policies.
