This Decree creates the Scientific Council on Climate Change (hereinafter 4C), as an independent, consultative body, made up of academics, researchers and experts to advise the Government of Costa Rica on scientific research and technological development in the area of climate change . This Council will be attached to the Directorate of Climate Change of the Ministry of Environment and Energy (MINAE). The Council will prepare the reports requested by the Minister of MINAE on the issues that it considers necessary and may also voluntarily express itself on those matters relevant to the purpose for which it was created.
