Federal Decree No. 11.075/2022 creating the National System for the Reduction of Greenhouse Gas Emissions (SINARE) and establishes the procedure for the elaboration of Sectorial Plans for Mitigation of Climate Changes
Sectoral mitigation plans will have to be prepared by the Ministry of the Environment, the Ministry of Economy and related sectoral Ministries, before being approved by the Interministerial Committee on Climate Change and Green Growth. The plans will establish gradual goals for the reduction of anthropogenic emissions and removals by sinks of greenhouse gases, and will have to be measurable and verifiable. The plans aim to enable Brazil to meet the long-term objective of climate neutrality from the updated NDC. Periodic greenhouse gas inventories will have to be defined for each sector.
SINARE's purpose is to serve as a single center for recording emissions, removals, reductions and offsets of greenhouse gases and acts of trade, transfers, transactions and retirement of certified emission reduction credits. Sinare will also make it possible, without the need to generate a certified emission reduction credit and in accordance with the rules established in the manner provided for in § 1 of art. 8, the registration of 1) carbon footprints of products, processes and activities, 2) carbon from native vegetation, 3) carbon in the soil, 4) blue carbon, and 5) carbon stock unit.
