National energy strategy against climate change

This document sets Andorra's vision to enable mitigation and adaptation measures over the period 2020-2050. The strategy is divided into five programmes: 1) decarbonisation, 2) raising adaptation and resilience capabilities, 3) enable carbon credits and other fiscal measures that can lead to carbon neutrality, 4) social transition and 5) innovation, research and systematic data collection.


  • Reduce the annual unabsorbed emissions of greenhouse gases in relation to the Business as usual scenario, by a minimum of 37% by 2030.

  • Reduce the national energy intensity by a minimum of 20% by 2030, and by a minimum of 30% by 2050, in relation to the 2010 base year.

  • Increase national electricity production with at least 33% of the demand by 2030, and with at least 50% by 2050.

  • Increase renewable energy to a minumum of 75% of national energy mix by 2030, and to a minumum of 80% by 2050
